Kazakhstan has approved rules for strategic mining: a new stage in the institutionalization of the crypto industry
The Government of Kazakhstan has officially approved the rules for strategic digital mining, which will come into force on August 1. This step marks a transition from the chaotic development of the mining industry to its full integration into the state economic model. It is not just about regulation, but about creating a mechanism where part of the mined digital assets becomes part of the national reserve.
The Essence of the Mechanism: Quotas in Exchange for Assets
Strategic mining involves operating under fixed electricity quotas at marginal tariffs. In return, miners are obliged to transfer part of the mined coins to the autonomous cluster fund "Astana Hub". The assets are then placed under trust management of JSC "National Investment Corporation of the National Bank of Kazakhstan" for investment in the National Strategic Crypto Reserve. In effect, the country is creating its own analogue of a "bitcoin reserve", the volume of which, according to preliminary data, could reach $1 billion.
Requirements for Participants: Only for Major Players
To gain access to the strategic regime, miners must meet strict criteria. Among the key conditions are:
- A data center (DC) with a capacity of at least 150 MW;
- Connection to networks from substations of 35 kV and above with an allowed capacity of at least 1 MW;
- Equipment with a hash rate of each unit of at least 150 TH/s;
- No debts on mandatory payments and no encumbrances on property;
- Availability of contracts with two telecom operators, a service center, and qualified personnel on site.
If rejected due to non-compliance, the miner may reapply after rectifying the issues — except in cases where the reason is related to a shortage of available electricity.
Procedure and Combination with Regular Activities
After the application is approved, the participant enters into contracts with "Astana Hub" and an energy-producing organization from an approved list. Additionally, a new crypto wallet must be created for distributing the mined assets. Notably, the rules allow combining strategic digital mining with regular mining activities. This provides flexibility for large operators, enabling them to diversify risks.

Kazakhstan is consistently transforming into one of the leaders of institutional crypto mining. The creation of the National Strategic Crypto Reserve is not just a fiscal measure, but an attempt to lay the foundation for digital sovereignty. However, the success of the initiative will depend on how transparently quotas are distributed and how quickly miners adapt to the new requirements. In the context of global competition for hash rate, such steps could both strengthen the country's position and alienate less capitalized players.
